Foundational Authority

The Constitution is the controlling standard of reference. It establishes the foundational authority, independence, stewardship obligations, and institutional discipline by which PHRI™ exists, operates, and remains accountable.

PHRI™ does not derive its purpose from political authority, ideology, personal ownership, or temporary leadership. The Institution exists to preserve, protect, and faithfully execute the Constitution.

Constitutional Authority

Stewardship, not ownership. The Constitution declares the enduring truths, duties, limits, and obligations that govern PHRI™.

No person, office, board, donor, partner, or external authority owns the Constitution or may alter its meaning for convenience, preference, politics, or institutional advantage.

Institutional Duty

PHRI™ shall reconcile its actions, decisions, publications, programs, and governance practices to constitutional truth.

As accountants reconcile transactions to financial truth, PHRI™ reconciles institutional action to constitutional truth.
